Common documents required
While the exact list of documents can differ, most local bodies require a combination of the following:
- Identity proof of the applicant: Aadhaar card, PAN card, passport, or voter ID.
- Proof of business premises: Latest property tax receipt (if owned) or a rental/lease agreement and No Objection Certificate (NOC) from the landlord (if rented).
- Business entity documents:
- Sole proprietorship: Aadhaar and PAN of the proprietor.
- Partnership firm: Partnership deed and PAN of the firm and partners.

- Other necessary documents:
- Certified layout plan of the business premises.

Applying at the local panchayat
For rural areas, the process is handled by the Gram Panchayat. The application is typically submitted offline to the village Sarpanch, who then presents the matter to the Panchayat Body for a resolution. Once approved, the license is issued by the Panchayat Secretary.
