The standard for approval is a "meaningful contribution" to the country, and the process is not open to all applicants. The Vietnamese government issues a Permanent Resident Card (PRC) to those who qualify. Primary eligibility categories According to the Law on Entry, Exit, Transit and Residence of Foreigners, foreigners can apply for a PRC under these main conditions: Government contributions: You have made "meritorious" contributions to Vietnam's development or defense and have been awarded a medal or other title by the government. Family ties: You are a parent, spouse, or child of a Vietnamese citizen who has permanent residency in Vietnam. To qualify, you must also have lived in Vietnam for at least three consecutive years. Scientists or experts: You are a foreign scientist or expert with temporary residency who is requested by a relevant Vietnamese government ministry or agency. Stateless persons: You are a stateless person who has had continuous temporary residence in Vietnam since at least 2000. General conditions for all applicants Regardless of the category, all applicants must satisfy these core requirements: Legal residency: You must have a lawful place of residence in Vietnam, which can be owned or rented long-term. Stable income: You must demonstrate a steady income to support yourself and any dependents, either through employment, investments, or a sponsor. Clean criminal record: You must provide a police clearance certificate from your home country and from the Vietnamese authorities. Official request: Your application dossier must include a request letter from your country's diplomatic mission asking for permanent residency. The application process The application is a lengthy, multi-step process: Preparation: Collect and prepare a comprehensive dossier of documents, including your passport, application forms, proof of residency, proof of finances, and a criminal record check. Foreign-issued documents must be translated into Vietnamese and certified. Submission: Submit your application in person to the immigration authorities. Depending on your eligibility category, this will be either the Immigration Department under the Ministry of Public Security or a provincial or municipal police department. Processing: The application is reviewed, which can take up to four months, or longer if further investigation is needed.
